I'm with mvoss. Against 2 players, you've got a really good chance of having the best hand here. You can bet out for value and for protection.
Everyone seems to be advocating a check-raise here, but in general you need to know who you're gonna check-raise before you do it. Especially if you're trying to check-raise only 2 people.
If we knew the CO would bet out (ie, if he PFRed and always follows through), check-raising would be a sweet move. But because our top-pair hand is low, it's especially vulnerable to overcards and giving a free card would be a catastrophe. I'd bet it out.
