I do not think this is a value bet. Against a reasonable opponent they are only going to call only when they beat at least ace-high . So now you put yourself in a position when you gain nothing when you have the winning hand(the fold to your bet), and lose a big bet when you do bet and get called(or raised and then have to fold or call an additional bet).
