I think this decision is very read dependent. For the smooth call to be profitable, Villain would need to be the type to continue his bluff on the river, and then call your river raise with nothing.

I'd be inclined to think that most would be more likely to call a turn raise (because they're still drawing) more often than they'd call a river raise, so I'd raise the turn.
