If the table is running really passive as was described by the OP, then I'd start raising with any A in the CO or Button, plus a lot of other marginal hands, even with one limper. I'd rather play a marginal hand at this table with position than wait for some monster that won't get paid off by the passive tighties.
I'd also probably change tables.
