I get the email virtually every weekend. There's only been 2 or 3 weekends in the last year that I didn't get one. Not sure what their criteria is, but I'd guess that you could get the free $20 even if you didn't get the email. Haven't tried it though.
I think it's 5x playthrough, but not 100% on that.
