I think the cutoff for what you call with out of the BB is 100% determined by how well you play post flop.

If you can't determine with a high amount of accuracy when weak/marginal hands like bottom 2-pair or TPNK (top-pair < T) are no longer good then you could be setting yourself up to lose a lot of money playing hands like 63o in the BB. Best to limit yourself to hands that play well in multiway pots (i.e. any pocket pair, any suited A or K, suited connectors, maybe suited 1-gaps). You go into these hands only with the intention of flopping the nuts or a big draw - if you don't, it's an easy release.
