What's the purpose of the flop 3-bet? Make him pay if he is in fact drawing? And if he caps, I assume I would call?

If he caps, does that change the decision to lead out on the turn? Or would I lead out and fold to a raise?

I'm having a lot of trouble figuring out under what situation I would fold this hand.
