No, this is wrong, atleast in this case. If three players reach the river and A bets, B raise, C 3-bets, A calls, B 4-bets, C folds, then A only has the option of calling.

If three players reach the river A bets, B raises, C calls, A 3-bets, B 4-bets, C folds, then A can raise again.
