This is correct. By the TDA rules, when a player is all in,
the cards must be turned face up and cannot be mucked. The
dealer is supposed to have the deck hand over the muck to
protect it, and should place his hand in front of the cards
to prevent them from entering the muck in this situation.
Even if they actually touch the muck, as long as they are
discernable, they are still to be turned face up. So unless
the player physically mixes them into the muck without the
dealer being able to stop him, the hand should be turned up
and live. If the cards did somehow wind up mixed into the
muck, though, there is really not much that anyone can do
about it.

Only if his cards were still distinguishable. If they were
not, what is to prevent him from lying about what he had?
If he lies, and they do not find the cards he says he had,
what does it hurt him?
