I believe that it's a breach of 'etiquette' to discuss your hand, but not the 'rules' in this scenario.
When there are only two players in the pot, and one has already announced 'all-in' as was the case in both situations Phillips mentioned his hand, I don't think it's a rules violation, because there is nobody left to act but Phillips, and no action left except for call or fold. He can't, for example, reraise, since Judah was already all-in, and nobody was left to act behind him.
