IMO, if your goal is to win a bracelet, you should look for an event that is:
1) Small
2) Has lots of luck
3) Has relatively straightforward hand reading

This assumes that you are less skilled, or as skilled at best, as the field in any of the WSOP tournaments.
Seems to me then that you should avoid Hi-Lo events because the hand reading is less straightforward (and therefore there is more room for a better player to take advantage of you), and you should avoid Hold-em events because there are simply too many players. That leaves what, 7-card stud, Omaha, and Razz ? Of those, Razz has by far the least players right ? And it seems like the hand reading and odds are the most straight forward right ?

So the conclusion: Play the Razz event every year for the best chance of winning a WSOP bracelet.
