The TURN
1. if you are ahead, give him a chance to fold when he is incorrect to do so. Even if he has as few as 5 outs here, you want him to fold.
2. If he capped the flop with a strong draw such as a pair and flush draw, or two overcards and a flush draw, or 9T then you want to make it as expensive as possible for him to get to that river card.
3. If you are 3bet on the turn you coudl safely fold the river unimproved, where as if you would 3bet onthe river you might still have to call a 3rd bet just because the pot is giving very good odds. (Or maybe not, i dont know how much an underpair will be good to a river reraise.) SO then you won't get 3-bet as much on the river, how's that for a double edged sword, for the plus anyways.

4. If a scare card hits on the river you can check behind him, still gettign in 2 BB's when you most likely have the best hand.
