Pot size in NLHE

Am I correct in thinking that in NLHE the dealer is not obliged to count the pot if you ask? Also I assume that you are not allowed to handle the chips in the pot yourself to count them?

In my home game some people like to say "I'll put you all-in" when playing HU vs a shorter-stack, rather than just "All-in". Is this acceptable in cardrooms?
