Add the numbers together and then divide 100 by that number then multiply this number by the number after the word to.

EG. 3 to 1 . 3 + 1 = 4. 100/4 = 25 . 25 * 1 = 25%

EG. 5 to 2 . 5 + 2 = 7 ....
