Yes when the Ace came on the turn and the LAG didn't raise and didn't come out betting on the river you could probably assume that the draw he was on didn't hit, so you have the best hand so bet that...

Why not lead out betting on the turn and see if the UTG+2 aggression continues? Is the fact that there is a possible flopped straight and now possible trips/boat enough to discourage an opening turn...

If the SB had AA, KK, TT, 88 or 33 (unlikely) he would've likely 3 bet the flop. If SB were on a spade (or maybe even heart) flush draw he would have probably 3 bet. He likely has 2 overcards like...
