If he's the type to take a lot of hands to the river, I wouldn't try the steal with 64s here to start with. Most fish are likely to call when they should fold, not fold when they should call.

30% of the time you get undercards, 12.5% of the time you get trips and have a huge edge. The pot is already going to be so big on the flop there's no way you can protect so just 3 bet for value...
