I would have to recommend at least visiting the Mirage (3-6) and the Bellagio (4-8). Best dealers, nicest rooms, and lots of rich tourists with money to burn.

I would define that as "collusion" rather than softplaying. In my experience (Vegas casinos), there is very little enforcement of rules against either until you hit the 10-20 level and/or another...
