I'll generally only use it if I'm looking to bluff at a broadway card on the turn. Your opponent must be passive enough to lay down a good portion of the time. Strong table image helps too

Intuitively, it seems -EV, but I do it anyway if I just sat down at a juicy table. Unless your bankroll is very low or you're close to a break-even player, i don't see what the fuss would be about.
