So why does bisonbison\'s autorate require 1-2 AF-TOT for an eagle?

Unless my autorate rules are incorrect, the difference between an 'eagle' icon and a 'moneybags' icon is that eagle has AF between 1 and 2, and moneybags has AF greater than 2.
