Nope, they have what is called a "Mississippi" straddle which you can do from any position. This is maybe the dumbest rule I've heard of. However, this shouldn't be much of a surprise in a state...

I'm worried about the big blind not LP, I'm pretty certain that LP is on a draw, but BB has shown the most strength by check calling a bet and good sized raise.
