You don't have odds to call if you're behind, and you're certainly reraising if you're ahead. This play depends a whole lot on your read, but if you don't have one, I'd normally give this up.

It's hard to reraise OOP with no reads and 19 potentially scary cards that come on the turn. You will rarely get a free card on the turn, and you will probably not call a BB UI. The reraise gains...

Definately let this guy know that you really have it on the flop, and that this isn't a continuation bet with UI overs. Give him a tough decision on the turn, not a free card.
