Weakkkkk. 3-bet it, and if he caps, call and bet out again on the river. It's just too unlikely that he has the 7, if he did he represented it very poorly on the flop. 88 is possible, but again...

Depends on the limit. 5/1 I might push considering the terrible lack of skill. 200/15, I would certainly fold. 33% chance of winning isn't worth it this early.
