I would guess that he has J9 or a smaller two pair, or just a bluff on his pair w/inside straight draw. Set seems unlikely, if he's loose enough to raise preflop with garbage he's going to raise...

I agree that JT seems the most likely, but I think when you factor everything in (QQ, JTo, and 67 being unlikely for various reasons) he has 88 and 55 more than often enough to make the 1.8-to-1 push...
