My provider apparently is under a network attack and is working to fix the problem. I don't know if Josh uses the same hosting company but if he does then he's having the same problems.

If you use the PokerRoom download client and not the Java based window you can easily import your hands. In PT, open the File/Auto-Import PokerRoom (and skins) Hand Histories and click on the Help...

You have your configuration setting set to too high a folder. Your should be pointing it to c:\program files\partypoker\handhistory and not c:\program files\partypoker.

Windows does not allow file names with double-quotes in them so Party can't write the file because they use the name of the table to name the file. So Party is probably trying to create the file but...
