Do you think it's ok to cold call on the button with T9s when 2 players already has called the PFR and sb, bb and UTG yet to act?

In limit it's easy to know that a big bet is 2 in a 1/2 game, but what about the poker stat BB/100 or BB/Hr. in lets say Party 25$ NL?

Not great, not a big mistake either. CO could have raised a flushdraw and completed it at the turn (or maybe BB), turn was definetely a scare card.
