I don't think the cop is in anyway, shape, or form on a power trip, he's polite and asks serveral times.

And swatting a police officer IS assault she is attempting to do bodily harm, furthermore...

They're not shooting her more, they're wrapping up the wires. As far as justified I'm sure it's going to be ruled as unjustified, but by the book if she did bat him away or something while he went...
