i cant find the actual alternate rules on the web site, but i've been playing the $10 and $5 tourneys and it seems like it just lets people on the waiting list join the tourney after someone busts...

I can see it being unethical in certain situations of collusion. Perhaps the small stack is the big stack's buddy. But that's unrelated...
