Heads up on the button preflop

I understand that in 6-max, you never want to limp in any of the non-blind positions. Plus, at a full table if 4 people have folded, same thing.

However, when it's down to 2 or 3 people, isn't it...

Your outs are the other 7 and 3 2's. You'd probably chop if a 3 comes. I think I would call down.
