My mistake, I assumed it was a bet/call flop. In this case, check/folding looks like a possibility, especially with no reads. He could still be popping the flop because it was a somewhat low flop...

A free river card is better when you're drawing and looking to catch something and fold UI. A free showdown is handy when you have a small holding that isn't likely to improve but may be best.

I guess given the limit, it may be more likely that hes beating you. I dont really know. I personally have no problem calling both, and would likely win more than 1/9 of the hands.

I should've made that clear, my fault. I was thinking the same thing. At my average table, I raise that hand in the BB almost always. But clearly this is a different situation and a call is best.
