What do overbets usually mean in online tourneys?

In general are people making overbets trying to steal, or do they have it? I imagine it depends on the skill of the player... Any thoughts?

I was wondering if anyone knows of a quality site to play non-poker card games. Specifically I would like to play Hearts, Euchre, or Spades for real money.
