You are confusing the the small/big blinds with with small/big bets (bb/BB)

on a 2 (bb)/4 (BB) table the small blind is 1 and big blind is 2.

Go to Costco and check out the 500 chip set, (Green box). I pick this set up for $59.95 and the chips are much better than the "dice/suit" chips you see on ebay.
