There is no one defense. Generally if you are shallow you will want to re-raise eventually. However, you never "always" raise. The hand you need to raise depends on the villain's steal-raise range....

I almost always call instantly unless the player has proven to be very, very timid with his raises. By that, I mean a tight passive player that accidently made it to the final three.
