Odd. In my experience it's just the opposite. Usually a long pause before a bet or raise means someone's trying to buy the pot. I run into a fair number of player that do this reliably.

You would've had a much better idea of whether or not it's time to fold if you raised the flop. As it is, if you just call the flop you should probably fold the turn.

I would consider 3-betting preflop, the reason being you'd rather be heads up on the flop or against many oponents. You will win a fair amount of the time heads-up, but against three you won't do so...
