How does one approach a live NL game where most of the players are underbetting their hands,wether its a made hand, drawing hand, marginal hand ect... Say for example after a pre flop raise of 20...

No, keep the pot small here. When there is strength shown on the flop like this you are not getting people off their hands. I'd just call and see what comes on the turn.

I'd put them both in. With the pot as it is, they are getting odds to call any sized bet or re-raise. Make them pay to see that turn and river.
