I only keep enough for 1-2 buyins for the stakes you're playing. If you decide to move up, you can always redeposit. This keeps me from going crazy at those 30-60 tables when i should be at 5-10

You go high card down, so the one with the 9 would take the pot. Consequently if there is a flush on board and no one can beat the lowest card on there, then it would be a split pot
