They were backup chips, kept in the vaults for emergency situations. They don't need to keep them in the vaults since they are going to switch chips soon again anyway.

In AC, old chips are always refundable for the face value. In NV, casinos must issue a notice that they are being discontinued and give a certain amount of time for people to cash in their chips...

In Atlantic City and all of Nevada, the chips are considered to be gaming equipment which is the property of the casino. The gambler never "owns" them. Technically, the casinos could demand them...

The last I heard there are poker rooms in the Excelsior (Holiday Inn) and The Casino (Radisson) in Aruba. I'm not sure if that is technically in the Carribean or not. I hope that helps.
