4th street there is no reason to reraise. His most likely hands are trips or high pairs. Against high non ace/king pairs your edge is slight, but trips/aces have you at a big disadvantage.

It is thoroughly annoying, yes. However you can take solice in the thought that virtually everyone who does this is a losing poker player. So theoretically the more people who do this at a table...
