A lot of it has to do with what cards make up the flop that provides that flush and wrap draw.
For instance, if you have JJxx, and the flop is JhTh6x, then you are really screwed against multiple...

Top set with 3 suits down isnt the nut hand and is drawing to a boat.
Also, a 13 outer isnt a 13 outer if there are two suits down, since you have to factor out the straight cards that make...
