In small stakes play a bet like this could be anything from a cold bluff through a semi-bluff (most likly in my experience) to top pair or whatever. With a stong hand like trips and not too many...

No set no bet. Some folk play middle pairs aggresivly pre-flop but you don't have much of a hand unless you hit a set.

Yeah, reraise preflop. You want no more than one caller with AK. Also if initial raiser had KK or AA he could then tell you.
