If people put you on a rough hand, they're just more likely to freeze you on a hand. If they put you on a wheel, they fold. And you're arguing this will increase the amount of action you're going...

You only have a 17% chance of completing a four-flush on the turn and river combined. So, I don't think you can really play much of anything suited that you can't play unsuited.

I think tossing the 9 is the standard play. I'm keeping it because my opponent draws rough sometimes and I felt like mixing up my play.

Normally, you'd draw one on the first round and then go pat. Just keep betting until you get raised and then fold.
You can safely assume that you won't have odds to draw 4. So, don't do that...
