You can with withdraw from ur Neteller to ur bank acct., then transfer from ur bank acct. to ur paypal; all of this will take some time and will only work if ur Neteller and paypal are linked to the same bank acct. Also, you could use the Neteller debit card to make a deposit into paypal (I think that should work; I've never tried that).
