sorry should of been clearer. I seen this durring a show down when the loser taps the table.

I believe sometimes if someone bluffs the river and gets called, the bettor can choose to muck instead of showing first if the caller's hand is good.

it means you are the winner, but this is not enforceable as cards will still speak if he flips them.

When most people do it, it means the same as if they had verbally said "your hand is best". they can still flip over the winning hand and have the pot pushed to them, so protect your hand until you are stacking your chips.
