I would rather bet the turn and fold to a raise. If the players are really that passive, a raise would definitely indicate that your hand is no good. If your turn bet is called and it's checked to you on the river, I would check behind UI. At the end of the hand, you have third pair/bad kicker. What hand are you expecting to call your river value bet? 96? K4?

No, someone could very easily have a Q or a better nine here, there is no reason to bet this. I cant imagine worse hands call you here.

I thought you played the hand very well on every street. Preflop is a good call, flop is a must bet. and once you get 3 flop callers on that flop combined with the Q on the turn, I see no reason to put any more money in the middle. River: never bet this, its just too likely that someone has an A/Q/better nine.
