Is this a call?

I was in a tournament the other day, sort of a home tournament in that it wasn't set up by professionals, or a card room, etc.

Two guys are in the pot, one guy goes all in. The other says "I'm gonna double you up."

Then the guy who went all in flips his cards over thinking the other called. But the other guy argues that he didn't call and throws his hand into the muck.

What's the ruling here?

Easily solved by P1 asking "Is that a call" before flipping his hand up.
Seeing that he didn't, his fault, next hand.

Not a call unless he pushed chips into the pot. Tell the guy who did push to switch to decaf or whatever it is he can do to calm down a little and wait until the other guy actually says call.

He probably meant, if I call, I will lose to you, doubling you up. I have heard people say "I'll double you up" then fold their cards. It basically is an explanation of the fold to come, as in, I can't call, I'll double you up.

No chips in pot....then nothing happened unless he specfically said call.

Too ambiguous to be a binding verbal declaration ... Not a call.

Re: Is this a call?

Verbal action is binding... but he never said "Call" so it's not a call. Maybe the guy who went all-in will pay a little more attention next time!
