The dealer acts last. This is true on the first round as well, but the first two bets are usually blind. So if the SB is in the hand, she always starts the betting. If she folds, the first action moves around to the left to the next player remaining in the hand.

This system is the standard for all Poker games in which the players' private cards are concerned. If players have exposed non-community cards, betting order is determined by the cards showing and changes from round to round.

After the flop you can no longer make side bets. Therefore, no more betting needs to occur.
