100+9 A2o on the bubble
 
hero sb 1400
bb donk 2700
utg solid 3300
button weak/tight 2500

blinds 100/200

folds to sb, hero has A2

here's the problem: the bb is a incredibly liberal defender
who will call a small raise with any 2 and a push with a wide range

the button has folded his sb to hero 4 straight times and is obviously playing for 3rd.

utg is a strong player but not overly aggressive and has yet to call a button push from hero.

should the hero limp or raise?

Even if the BB is a "liberal defender" you should still push.

If BB assumes you're only pushing any A or pair, he ought to call with only about the top 10% or so. He needs to be calling somewhere north of top 35% to make a push here a bad idea. That seems exceptionally loose (he really shouldn't be calling that large a range even if he puts you on pushing virtually anything), but he does have you well covered, and if Button and UTG are really that tight I'd give some serious thought to stealing from them instead given your reads (and BB may well assume he can do the same, which will likely make his calling range against you larger).
