I dont know this villain, completed from the small blind so he could have almost any two. If he's got a four I'll need to hit to win, otherwise just spiking the 9 or A could do it.

This is easier to see while observing and not in the heat of the moment but he could have pocket 5's. He is capping the turn hoping you made your flush because he already hit his boat.
