At this point I am thinking of folding to a bet on the river or checking behind unimproved. Who checks the turn? Who continues to bet the river?

Check the river unless he is very loose postflop.

You played it great. Lots of people will peel liberally on a flop like this (some on any flop) where their pair outs rate to be good. He could also have a straight draw - there are lots out there. There is minimal value in a river bet, and cc/cc/b with a hand worse than 77 would be very rare.
