Sitting to my direct right is a guy who is about 61/48/1.9

I feel like this guy is pounding away at my blinds and stealing my button without much hand...assume he actually plays decently post flop... assume loose-passive BB on my SB...

3-bet a ton, like maybe 20ish % of the time, especially on button. he's raising half the hands he is dealt. you probably fold have the hands he is raising.

I would 3 bet any showdownable hand in this situation.

Definitely 3-bet a lot, perhaps as much as 30% of your hands. If you can knock early limpers out with a 3-bet then it's even better. Having position on this player is great, especially with the blind money in the pot and the relative strength of your average hand versus his. Plus, you can outplay him postflop.
