No way thats just a hurdle. If it was a hurdle, the hurdler woulda jumped. Plus you can see his face grimacing right after the blondes head hits the guy's face.

This clip is a few years old. I believe the women is Gabriela Szabo, a Romanian mid distance runner and olympic gold medalist. I have no idea who the guy is.

It looks like the guy is either a long jumper or triple jumper coming down the runway on his approach. He is probably looking down for a mark on the side of the runway to begin his jump. That's why he didn't see the girl crossing the runway and crashed into her.
